Pape is a 30-year professional and flight instructor. He currently serves as Aeronautics Administrator with the Idaho Transportation Department. The mission of the Division of Aeronautics is to promote and foster aviation in Idaho and to ensure that the aviation system meets the needs of the state. He is a graduate of Embry-Riddle Aeronautical University. Prior to his current assignment, Mike served as a pilot with numerous Fortune 500 companies as well as three major airlines. A passionate aviation advocate, Mike has been awarded the NBAA Silk Scarf for his commitment to Business Aviation.

Mike is a skier, flyfisherman, Boy Scout leader and little league baseball coach. He resides in Boise with his wife Marci and their three children.


Rebecca L. Hupp, Director, Boise Airport, was appointed to her current position in April of 2012. She is responsible for all aspects of the day-to-day operation and long-term planning and development of the Airport.

Rebecca was previously the Airport Director of Bangor International Airport located in Bangor, Maine. Prior to that Ms. Hupp held several positions including Airport Manager of the Aberdeen Regional Airport in South Dakota and several key positions with the Kansas City Aviation Department including operations, marketing and business development.

In addition to her duties as Airport Director, Ms. Hupp serves on a variety nonprofit boards and industry trade group organizations. She currently serves on the Boise Chamber’s Travel Industry Advisory Board, the Board of the Boise Convention and Visitor’s Bureau, the Idaho Military Advisory Committee, the Idaho Freight Advisory Committee and the Idaho Lung Association. Rebecca is an accredited member of the American Association of Airport Executives and was elected to its Board in 2015.

Rebecca holds a Bachelor of Science in Aviation Management from Florida Institute of Technology and a Master of Business Administration degree from Webster University.


Dave is an experienced project manager and the leader of T-O Engineers’ Aviation Services Group.  He serves airport clients exclusively and has led airfield projects at numerous airports throughout Idaho and the surrounding area including the Boise Airport.  His experience includes planning, project formulation and implementation of a $34 million runway safety area improvement program at Friedman Memorial Airport in Hailey, Idaho.  He has broad knowledge of the many elements of the airport improvement and development process as well as the airport business in general.


Melissa Kaplan is a 2001 Graduate of Embry-Riddle Aeronautical University Prescott Campus. She is an Airport Planner in the Airport Planning and Development section of the Idaho Division of Aeronautics. She currently collects and coordinates the organization of 61 General Aviation Airport Capital improvement Plans (CIPs) for inclusion in the Idaho Statewide Capital Improvement Program (the ISCIP). The ISCIP is the tool she uses to support and encourage the FAA and State to fund the airport needs for maintaining and developing their airports. She enjoys the constant contact with Idaho airport sponsors, consultants and the FAA. While the organization of the ISCIP is her primary responsibility, she is also a pilot and enjoys flying herself to the various face-to-face meetings with airport sponsors across Idaho.
