According to the ACCRA* Cost of Living Index, the cost of utilities in Boise was 4.6 percent below the national average for the second quarter of 2006. Boise's overall cost of living was 2.3 percent below the national average. (*ACCRA is a non-profit organization that surveys cities and metropolitan areas on a quarterly basis).
